Stephen entered the computer field in 1963 as IBM Customer Engineer. Systems analysis, design, and programming since 1964. Independent systems consultant since 1972; clients include large and small firms, governments, and universities, in N. America, Europe, Asia, Africa, and Australia.
Consulting activities include IT audits and corporate database design. Expert witness in legal cases involving computer software.
Systems programming activities include design and implementation of real-time systems, operating systems, database management systems, computer simulation systems, compilers and interpreters, computer networking, laboratory and industrial automation.
Founded Pennington Systems Incorporated in 1977 to develop and market systems software products and services. Designed, implemented, and documented many of Pennington’s software products, including XTRAN, an expert system for rule-driven symbolic manipulation of computer languages such as analysis, translation, and re-engineering of second through fourth generation computer languages, markup languages, scripting languages, and database languages.
